What does "Majority" mean in the counting of elections?
A "Majority" refers to votes totaling over 50%. Ranked Choice Voting creates a False Majority by redistributing votes. Votes are counted in rounds until one candidate is assigned more than 50% of the votes that were "ranked". Rarely does the most popular candidate win with this method of tallying votes.

What is Plurality of Votes?
A Plurality of votes is when a candidate receives more votes than any other candidate, but does not necessarily receive more than half of all votes cast. The Highest Number of Votes, or Plurality, is also known as a "relative majority". In a plurality voting system, the winner is the candidate with the most votes, regardless of whether they have a majority (more than 50%) of the total votes.
Colorado has traditionally used the Plurality of Votes, or the Highest Number of Votes in counting our elections since our foundations.

Ranked Choice Voting (RCV) is an electoral system in which voters rank candidates by preference on their ballots. There are multiple forms of RCV, but the most commonly used form is instant-runoff voting (IRV). In this system, voters rank candidates in order of preference, and if no candidate receives a majority of the first-choice votes, the candidate with the fewest votes is eliminated, and their supporters’ second-choice votes are redistributed until a candidate reaches a majority.
